The LBTH maintains a list of all licences issued by the Council under the Licensing Act 2003, relating to alcohol and other activities such as Regulated Entertainment and Late-Night food traders. A link for this search portal may be found here.
Anyone is permitted to search and view Premises Licence applications, Premises licences, Club Premises Certificates, Time Limited licences, Variation of Premises licences, Minor Variations, Reviews, Temporary Event Notifications and Personal Licences.
While SPIRE monitors all license applications for Spitalfields and Banglatown, individual residents are encouraged to also track activity on the provided search portal to make representations either in support or against applications for the area.
Any representations must be made within 28 days of the application date.
While individuals can object to an application for any reason, the LBTH is guided, among other laws, by its Statement of Licensing Policy, and therefore takes into consideration four key principles when reviewing license applications. It is helpful that if you share concern about a particular application that is in alignment with any of the council’s principles that you reference these in your representation.
The Prevention of Crime and Disorder
Consideration, among other things, a prescribed capacity; door supervisors; an appropriate ratio of tables and chairs to customers; and a requirement that security staff holding the appropriate SIA licence or exemption are present to control entry for the purpose of compliance with the capacity limit and to deny entry to individuals who appear drunk or disorderly or both.
Public Safety
Consideration of requiring specific types of training for a DPS or security staff, including awareness of first aid or initiatives to protect women and vulnerable customers; provision and storage of CCTV footage; and ensuring safe departure of those using the premises.
The Prevention of Public Nuisance
Consideration of the prevention of irresponsible promotions, methods of preventing and managing noise and light pollution, and ways of managing litter.
The Protection of Children from Harm
Consideration of age verification schemes, test purchasing policies, and restrictions on the hours when children may be present.
