WHAT WE DO

SPIRE is NOT responsible for the approval or rejection of alcohol license applications in Spitalfields. As per the Licensing Act 2003, LBTH is the Licensing Authority for the borough and, as such, is responsible for the receipt, review and approval of any license application(s). Details for submitting a license application within the LBTH may be found here.

Working closely with individuals and resident groups, SPIRE reviews every license application that is submitted to the LBTH within the boundaries of Spitalfields. The purpose of SPIRE’s review is to represent any objections to license applications that fall short of licensing guidelines put forth by law and/or the LBTH and particularly consider any ways in which an application may negatively impact residents and/or visitors to Spitalfields. Any objections highlighted by SPIRE are addressed directly to Tower Hamlet’s Licensing Department.

While there are a great number of resources available for business proprietors to consult while preparing license applications, SPIRE is pleased to consult with anyone prior to the submission of such applications, and to advise any issues which may draw objection from SPIRE on behalf of the residents of Spitalfields. SPIRE reviews all license applications in Spitalfields to ensure they are consistent with the regulations and guidelines set forth by the following:License Act 2003

 

LBTH Cumulative Impact Policies (CIP) and which is also known as Cumulative Impact Assessments (CIA)

 

The LBTH Statement of Licensing Policy;

 

Specific concerns and/or issues raised by individuals and/or resident groups of Spitalfields; and

 

Coordinated efforts with other forum(s) in Spitalfields focused on the continued development and growth of the local  community.

SPIRE does NOT wish to unnecessarily object and/or discourage commercial growth and development in Spitalfields. Many residents of Spitalfields appreciate the creative, vibrant, and commercially diverse culture of the neighbourhood. SPIRE’s focus remains on specific aspects of license applications which fall short of existing regulations and/or the potential of significant negative impact to community life for Spitalfields residents and its visitors. Most specifically, license applications which are believed to potentially contribute to existing and/or future problems with anti-social behaviour are a key focus.
